Request for Qualifications 

Environmental Impact Report for

Southeast Growth Area (SEGA) Plan 

Introduction

The City of Fresno, California, wishes to engage the services of a talented, creative and experienced environmental consulting firm to prepare an Environmental Impact Report for the Southeast Growth Area (SEGA) Plan and all related documentation in accordance with the California Environmental Quality Act (CEQA)

The San Joaquin Valley will accommodate much of California’s growth in the foreseeable future. The City of Fresno (population 481,035) wishes to have this growth occur in a smart and sustainable manner, which minimizes impacts on air quality, energy use, transportation infrastructure and agricultural land, and promotes a healthy and livable social and economic fabric.

SEGA Plan Background

The SEGA planning area consists of about 9,000 acres (approximately 14 square miles) within the southeast portion of the City of Fresno’s Sphere of Influence. The City’s intent, as provided in the 2025 Fresno General Plan, is to accommodate a population of approximately 55,000 in the SEGA plan area, as well as substantial job creating uses. Why You Will Want To Work On This Project:

This will be one of the most important planning efforts ever undertaken by the City of Fresno. The City’s intent is for the SEGA Plan to set the example for smart growth planning in the San Joaquin Valley for the 21st century. You will have the opportunity to work closely with the firm of Calthorpe Associates, which has been hired to prepare the plan. Also on the Calthorpe team are Fehr & Peers and Economic & Planning Systems. This is a rare opportunity to work on a landmark plan with world class consultants.

City of Malibu

Towing Site Subdivision

 Preparation of an Environmental Impact Report (EIR)

 

May 31, 2007 

The City of Malibu is seeking the services of a professional consulting firm with the data collection, analysis and presentation experience necessary to complete an EIR for a residential subdivision project.  Interested firms should have a reputation for outstanding service to their clients and a proven track record of successfully completing complex CEQA documents on time and within budget. 

The proposed project entails the subdivision of a 5.43 acre property into seven individual parcels; four of which will be developed with single-family residences and the others will be preserved as open space. Total development onsite would equal 25,073 square feet of residential floor area. 

SCOPE OF WORK 

The EIR must analyze additional project-specific significant environmental effects not addressed in the General Plan Master EIR and any new mitigation measures or alternatives not included in the Master EIR. The EIR shall address all CEQA issue areas.

PREQUALIFICATION OF ENVIRONMENTAL CONSULTANTS

Project Number:  FB7321

University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL)

The University requests that interested environmental consultants submit written qualifications to provide blanket services for upcoming projects at LBNL’s site, including: 

  • Construction and Operation of the Helios Research Facility
  • Construction and Operation of the Computational Research and Theory (CRT) Facility

For the purposes of this proposal, it should be assumed that a tiered, focused Environmental Impact Report (EIR) would be required for each of these projects. Environmental documents would be tiered from LBNL’s 2006 Long Range Development Plan (LRDP) EIR (SCH 2000102046), which is expected to be certified in summer 2007.  The Draft 2006 LRDP EIR is available on-line at www.lbl.gov/lrdp   

The scope of services includes tiered or specific-level CEQA analysis in the following areas: Aesthetics, Air Quality, Biological Resources, Cultural Resources, Geology, Hazards, Hydrology and Water Quality, Land Use, Noise, Public Services, Traffic, and Utilities. 

The project is to commence immediately; Draft CEQA documents should be ready for public circulation in the summer or fall of 2007 and final environmental documents should be ready for UC Regents certification at the end of December 2007.   

The University will review submissions to ensure any qualifying firm has: 

  • Considerable experience in preparing successful EIR documents for projects of similar size, type, and level of controversy
  • Demonstrated experience in preparing successful EIRs for the UC system
  • Range and depth of in-house services to handle broad spectrum of EIR-related issues
  • Experience in handling novel and unusual issues as they arise in CEQA projects
