The 2002 Annual AEP Conference – “Managing the Environment” will include workshops, seminars and field trips. The conference will revolve around three main themes: Livable Communities, Managing Resources, and Making It All Work. Growth in California has always been outward toward open land. The paradigm is shifting as we realize that we have just about used up all the new developable land out yonder.

We Californians have been watching our state grow at a tremendous rate, and the 2000 Census show that this trend will continue at a similar pace into the future. We will need to find space to accommodate several million new residents over the next 20 years.

Developers and people looking for new affordable single family homes have always assumed that there was room to grow outward toward inland valleys where land was always viewed as being underutilized or as vacant. As suburbs continue to sprawl across the landscape replacing agricultural uses and natural plant communities, they are now in the foothills, deserts and other area where development is now butting up against federal lands, tribal lands, agricultural 

preserves, and land that may not be suitable for the traditional communities we have grown accustomed to living in.

Looking for cheap developable land to supply the ever burgeoning population and economy of California without adequate planning has cost us in the form of higher transportation costs, higher infrastructure costs, loss of open space and wildlife habitat, and loss of agricultural land. Also the pressure on recreational lands and park facilities (national forests, regional parks, beaches and lakes) is so great that their overuse is causing resource managers to consider closing areas to the public thus reducing the amount of recreational land available to the harried masses. It has also put us closer to “harms way” by development in areas prone to earthquakes, fires, floods and landslides.

Put this all together with electricity and natural gas crunches, the finite amount of water available, and the amount of solid waste, wastewater, and air emissions we are creating, California is reaching a crisis stage.
