This paper was prepared by the Association of Environmental Professionals Mitigation Practices Task Force to:

  1. Provide an overview of the current state of implementation of the mitigation monitoring requirements; and
  2. Make recommendations for CEQA practitioners to consider in the development and implementation of an effective mitigation monitoring and reporting program.

During the 1998 AEP Symposium held in Sacramento, discussion by the participants led to the creation of a Mitigation Practices Task Force.  The Task force was formed in response to concern that implementation of requirements for mitigation monitoring and reporting were being performed in an inconsistent fashion across the State, and a study was needed to ascertain the current status of mitigation practices and mitigation monitoring and reporting, and address issues related to the performance of these requirements. During early 1999, the Task force conducted its study and presented preliminary findings during the 1999 AEP conference.  A Report was subsequently prepared and presented at the 2000 AEP Conference.  After further refinement, and the addition of a new Mitigation Practices Survey prepared by Baseline Environmental Consulting, Inc., the Task Force’s Report was recently released.

The Task force is chaired by Tony Skidmore, Camp Dresser & McKee.
