Senior Environmental Project Manager

HELIX Environmental Planning Inc. is seeking an experienced, highly motivated Senior Project Manager to manage the preparation of CEQA/NEPA documentation for a broad range of projects. The position also involves business development and marketing. The Senior Project Manager position requires an individual with a minimum of 8 years experience in the preparation of CEQA and/or NEPA compliance documents (not including technical studies), including at least 4 years experience working as a CEQA/NEPA project manager for a consulting firm.

Sr. Environmental Planner

STV Incorporated, a national engineering, architecture, planning and construction management firm is currently seeking a Sr. Environmental Planner in one of our Southern CA offices, Los Angeles, Irvine or Rancho Cucamonga. 

We are seeking an individual with a minimum of 8-10 years of experience.  The successful individual will have an educational background Masters of City/Regional/Urban/Planning is required.  Experience with Caltrans EIS preparation; coordination with CA resource agencies and federal district agencies is needed.  Excellent, demonstrable project management and client coordination skills required.

This position represents an opportunity to advance the establishment of STV’s Environmental Planning Practice in Southern California.  The successful applicant will be a seasoned and motivated individual who desires to exercise and develop their skills in supportive and energetic environment.

Additional requirements:  Preparation of NEPA/CEQA Environmental reviews, fluency with Caltrans SER.  Experience in transportation and land use planning is also required.

Environmental Planning Professional

Qualifications/Attributes

  • Environmental planning professional with minimum 5-7 years experience preparing CEQA and NEPA documents for land planning, development projects, infrastructure plans and projects, general and specific plans and amendments thereto.
  • Project experience in greenfields, brownfields, rural, urban, suburban, open space settings.
  • Strong writing, editorial and project management skills
  • Bachelors Degree or higher in Urban Planning, Environmental Studies, Geography, Ecology, Sustainable Community Development
  • LEED AP or comparable “Green Building Professional” certification highly desirable
  • Advanced knowledge and skills with California planning, zoning and subdivision regulations and professional practices
  • Familiarity with and project experience involving compliance with federal, state and regional environmental and planning programs, such as Endangered Species Act, wetlands and riparian permits, habitat conservation and natural community conservation plans, Clean Water Act regulations and development-related permits, California Porter-Cologne Act and water quality regulations affecting development, Congestion Management Plans, Air Quality Management Plans
  • GIS skills a plus
  • Demonstrates initiative, team work and intellectual rigor

Job Description/Responsibilities of Position:

  • Develop scopes of work, schedules, budgets and qualifications materials for competitive bids on CEQA and NEPA documents
  • Manage, write and edit CEQA and NEPA documents
  • Train and supervise junior staff on research, analysis, report writing tasks
  • Coordinate and manage technical subconsultants, including quality/substance assurance review of work products
  • Provide research, analysis and writing support for preparation of General Plan and Specific Plan environmental and natural resource elements
  • Assist and consult with local government planning staff and in-house staff regarding CEQA compliance

Environmental Planner
