Monitoring is a widespread, indeed essential, practice in our profession. Yet, so often monitoring plans are incomplete. Subj:     Streamlined Initial Studies - Reliance on Citations

Santa Cruz County Planning Department is exploring ways to streamline preparation of Initial Studies. One format I've seen involves relying on citations when "no impact" or a "less than significant" impact is anticipated for a particular environmental issue (e.g., will the project subject people or structures to landslide hazards?). My question is whether anyone has had experience with this approach being criticized or challenged because it's too conclusionary? And, if so, the outcome of the challenge.

What is the "environmental compliance inspector " (grade I or II) certification? How is it obtained? Is there a "California Water Environmental Association? (Google can't find it). Thanks. BH

Thank you for taking the time to look at this request!

I work for the City of Watsonville CDD and we are currently trying to develop local-level CEQA guidelines. My initial strategy is to identify cases throughout CA where local jurisdictions have developed/have begun developing a model at this level... In particular, I am interested in specific cases that have addressed:

  • categorical exemptions
  • integration of historic resources (decisions around state-mandated 50 year old threshold)

So far, it seems that few jurisdictions have developed any guidelines more specific than the state-level CEQA regulations. If this is the case, I would appreciate any juridictional confirmation. If however, you have worked on or heard of cases that are specifically contingent on local-level attributes, I would greatly appreciate a reference or contact. Private practice case reference would be of equal benefit.
