AEP has been recognizing the best work efforts of agencies and professionals for more than 20 years.  Some award winning documents included hundreds of pages, and others were single page brochures that clearly and accurately described how citizens could provide public input to the planning process.  Some awards have been given to projects that cover thousands of acres in several counties, while others focused on the design review of a few hundred feet of sound walls.  Early documents were submitted on paper, but today AEP receives submission in multimedia and digital formats.  It is interesting to note that past and current awards have the same thing in common: all the award-winners have most assuredly advanced the state-of-the-art in developing analysis and presenting documents for professionals and improved our awareness of good environmental planning efforts.  To this end, we congratulate all documents submitted for review this year and take pride in recognizing the selection of the award winners.

Outstanding Environmental Analysis Document - Jurisdiction over 50,000 population

Western Municipal Water District Riverside-Corona Feeder Project

Prepared for - Western Municipal Water District

Prepared by - Albert A. Webb Associates, Inc.

The Jury commends this document for being well written and complete.  The document provides a very solid foundation for the next steps in a complex project development process. It also established a strong environmental impact analysis foundation, which is very important because of the multi-jurisdictional approvals that will be required to implement this complex project.  The document was easy to read and the overall layout of the document was very good and efficient.  The biological section was very good and complete.

Napa County Baseline Data Report

The Jury commends this document for presenting the baseline data analysis in a non-technical manner.  The text is well written and is supplemented with excellent graphics and aerial photographs. The text was easy to follow using an economy of language, which is always appreciated.  Actually, this is one of those documents that encourages the reader to want to read more.  It clearly lists the baseline data information in an accurate easy to understand format using figures and graphics.  Very well done.

The jury found this document to be outstanding.  The jury commends the unique, clear and direct approach that allows the reader to easily understand each topic covered and to check references easily.  This is a well-organized, comprehensive long-range development plan that truly allows the University and the community to easily understand the future development that will occur at the University of California, San Diego.

The jury commends a good approach to a complex Plan.  The use and type of graphics was well done in the Plan. One objective of the Plan was to consolidate various documents from previous plans.  It accomplished this objective very well.  This Plan will serve the decision-makers very well when they implement the programs listed in the Plan.  This Plan has transferability, an important quality for such a Plan.  This approach can be used in any part of the state.

City of Lake Elsinore Background Reports, January 2006

The jury found this document was very thoughtful pulling together a lot of information. One objective of the Plan was to consolidate various documents from previous plans.  It accomplished this objective very well.  Also, graphics were put to very good use to help explain various aspects of the Plan.  This Plan will serve the community of Lake Elsinore very well.

The jury found this Environmental Program Plan for Wetlands Project to be outstanding.  The User’s Guide is well organized and presented the information in a very user-friendly manner.  Not only is this an excellent educational document, it is and excellent environmental resource document of the highest value.  The Plan handled the legal and technical issues very well.  It also includes a very good list of terms.  One has a "good feeling" when reading this document. This User’s Guide has transferability.  It can be applied anywhere in the state or in the nation.  This is one of the best documents of its kind.


Outstanding Environmental Planning Document - Jurisdiction over 50,000 population

The jury commends the unique approach to a very complex multi-jurisdictional Plan.  The use and type of graphics was very well done in the Plan.  The Plan shows where many land use types such as parks, bikeways, flood control facilities; water resource facilities, etc. were designated.  One objective of the Plan was to consolidate various documents from previous plans.  It accomplished this objective very well.  This Plan will serve the communities and decision-makers very well when they implement the programs listed in the Plan.  This Plan has transferability; an important quality for such a Plan as this approach can be used in any part of the state.

California Coastal National Monument Resource Management Plan,

September 2005

This is a wonderful resource document that is very user friendly.  The Plan is necessarily broad in its approach, well written and organized, while being sophisticated.  It presents good summary actions for use in developing management decisions.  It established a great platform for multi-jurisdiction coordination of programs.  It provides an adaptive management policy through monitoring; a very effective technique when future impact and data issues is not fully known.  It supports the social community interest in stewardship for a significant environmental resource.
